地籍测量与国外地籍测量发展现状

摘要(Abstract)：
<正> 前言土地是经济建设和国民生存的基础。我国地大物博,但人多地少,且耕地被大量乱占滥用,土地权属混乱,部分地区已濒于失去控制的状况十分严重。为了延缓这种局面,必须通过法律和经济手段进行制约和调节,地籍测量为开展这些工作提供了基础依据。我国已将土地使用税列为开征税种并将颁发有关条例,为了有计划地开征土地使用税,以便促进土地的合理使用和加强土地的有效管理,必须开展地籍测量工作。目前,地籍测量已成为测绘部门急待开拓的重要领域,也是我们测绘部门的一项重要工作。
